The National Highway Traffic Safety Administration (NHTSA) is issuing its annual safety report to Congress on Tuesday, and in it, it offers a snapshot of the country’s road traffic safety history.
But there’s more to the picture than meets the eye.
“It’s not just a snapshot,” says Andrew M. Brown, an associate professor of criminal justice at New York University and author of “The Traffic Signal: How Roads Have Changed and Why We Still Can’t Fix Them.”
“It’s a history of what people are doing and what we’re doing right now, and it’s about the impact of our policies on people’s lives and our ability to deliver safe roads.”
The report, which was compiled by Brown and NHTSA Deputy Director Brian R. Sauer, was released on Monday, and is part of the agency’s continuing effort to promote safer roads.
The report, in fact, makes a point of acknowledging that some of the roads we’re seeing on the road today have been designed for decades.
That’s part of what makes it so hard to fix them.
According to NHTS, there were nearly 1.4 million deaths in the U.S. in 2017, a nearly 4 percent increase from 2016.
More than half of those deaths occurred on the nation’s major roads, including major interstate highways and major arterials.
According to Brown, these “dead spots” have had a profound effect on the lives of Americans.
“What we see is that road fatalities have doubled over the last 20 years,” he says.
“It seems like people’s average life expectancy has doubled.”
As the report states, “The vast majority of people who die in traffic accidents are older than 55.”
That’s why the report recommends that all Americans use a seatbelt at all times, and also that all drivers be taught how to drive in a safe manner.
In terms of the nation of cars, the report says that cars accounted for more than half the total number of road deaths in 2016, while bicycles accounted for just under 20 percent.
Despite this, Brown says that it’s important to remember that the road safety picture isn’t static.
It’s constantly evolving, and some of our current trends are just beginning to come into focus.
For example, Brown points to the fact that people are beginning to recognize that they’re more susceptible to accidents and injuries due to the way they drive.
That is a trend that has only gotten worse since the mid-1990s, when the auto industry was booming and the safety record was at a high point.
But Brown says we still need to get smarter about how we design our roads, and how we implement safety measures.
He cites research showing that the number of traffic fatalities has remained steady since the 1980s.
“We’ve always had a lot of people dying on the highway,” Brown says.
That includes older people, children, people with disabilities, and people with preexisting conditions, including diabetes, heart disease, and high blood pressure.
Brown also points to research that suggests people are less likely to die in car accidents than they used to be.
The study found that for every 1 percent increase in the number in car crashes in a 20-year period, the death rate dropped by 3.6 percent.
And while he says that this trend is likely to continue, Brown adds that “we need to continue to change the way we design roads.”
Brown points out that it wasn’t always this way.
“In the ’60s, most roads were designed for a different kind of driver,” he said.
“Now they’re designed for people who are more easily distracted.”
Brown believes that in order to improve the safety of our roads we need to stop thinking of them as “cars,” and start thinking of ourselves as people who use them for transport.
He says that we need a new approach to roads, one that includes a focus on safety, and that we should focus on creating the right conditions for people to drive safely.
We’re seeing this all across the country, but it’s happening in a more focused way, he says, so that people can take advantage of the many safety features they have available to them.
For example, in California, the state has been focusing on building a more pedestrian-friendly environment, and Brown says the new pedestrian zone on the Embarcadero Freeway has already helped reduce deaths from car crashes by about half.
In New York City, the city has also made some changes to how it’s designed.
In recent years, Brown said that New Yorkers have started to see pedestrian zones on the streets, and they’re starting to see some of those improvements.
However, even though Brown has a vested interest in promoting safer roads, he also wants to make sure that the rest of us don’t get complacent about the issue.
He said that we have to get serious about the way that we design and operate our roads.
